Abstract

With research authorization granted by the current Judge Director of the Unit, this work reanalyzes the activities of the Warrant Coordination Unit (COMAN) of the Caucaia County, a unit of the Court of Justice of the State of Ceará (TJCe). In 2020, the author of this article, in his Completion Work of the Public Administration Course at UECE, among other things, carried out a systematization of the activities developed by COMAN in judicial service delivery and conducted a diagnosis where the main obstacles to the proper exercise of the activities of COMAN and the Court Officers were identified. Thus, nearly four years later, this study resumes the analyses of the administrative processes of that judicial unit. The research aims to assess the advancements in the management of judicial processes and efficiency in judicial service delivery. The article highlights the integration of process management theories and concepts from the field of Business Administration into the administrative practices of COMAN, demonstrating a shift towards operational efficiency and strategic process management beyond conventional administrative practices. The research presents a qualitative analysis of the changes implemented in COMAN since 2020, using internal documents, progress reports, and recent adaptations to digital judicial systems like SAJ, PJe, and SEEU. A significant increase in the workload managed by the Court Officers was observed, but also an improvement in process efficiency, despite the reduction in workforce. The transition to electronic platforms effectively solved previous operational challenges, especially regarding the reception and return of judicial orders.
