DEVELOPMENT OF A RIGHTS GUIDE BY THE INCENTIVEPROJECT FOR PEOPLE WITH HIDDEN DISABILITIES

The extension project called “Projeto Estímulo” (PE), from the Federal Technological University of Paraná (UTFPR), aims to demystify and provide scientific and updated information on Parkinson's Disease (PD) and other neurodegenerative diseases, such as Alzheimer's Disease (AD). The idea of creating a guide arose from a live Chá das Cinco (Five O'Clock Tea) broadcast on the PE YouTube channel, entitled “Practical Aspects of Parkinson's Disease Rights”, presented by a lawyer working in medical and health law, in 2021. The objective of this guide was to present the rights, including the acquisition of medicines, wheelchairs, tax exemptions, among others. Since Brazilian Law No. 13,146/2015, on the Inclusion of Persons with Disabilities, is little known, this guide would benefit individuals affected by neurodegenerative diseases. The purpose of this work is to present the guide, which had the collaboration of patients with PD. It was based on Resolution No. 510/2016 of the National Health Council (CNS). Although these rights are legally guaranteed under Brazilian law, many patients face bureaucratic barriers such as lack of information, ignorance on the part of public agencies themselves, or refusal by private health insurance companies. The material was titled “Guide for People Diagnosed with Neurodegenerative Diseases” and was 57 pages long. The text was written in a clear and didactic manner to facilitate understanding for all levels of education. In addition, it includes detailed indication of access routes and measures to be taken to obtain some benefits covered by national laws for a better quality of life.
